Sheff Wed Confronts Serious Challenges, States Independent Regulator

'We are going to be a part of football's future' - football oversight chief the new chairman

The team's persistent issues are seen as a "serious issue" and the football regulator is seeking powers to look into club affairs in similar circumstances, the newly appointed chairman David Kogan has declared.

During an extensive discussion, Kogan, who was named to the position this week, voiced concern towards the club's followers.

Kogan met with four supporter groups associated with the South Yorkshire club this week.

The team have been struggling on and off the field in the current year, with the club missing wage payments on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"The club represents one of the historic institutions for English football and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases brought to our attention if they require examination and acted upon."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the current owner indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with potential new owners.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the English Football League (EFL) in summer, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although those limitations were removed in August.

Authority's Position

The chairman stated: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a community organization that has been part of their lives in multiple situations.

"I have absolute sympathy for the club's situation, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the supporters."

Inquired if the regulator could force an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we assemble the facts and comprehend the circumstances, we will."

But Kogan stressed that compelling proprietors to divest clubs would be treated as a "last resort" and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an individual club, an individual owner, without being in a position to cooperate with that owner to try and resolve the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"But the truth is, when you review the record of the game, over the recent generations there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually refuse to accept accountability for the future."

'Mistakes could erase significant advances'

The regulator engaged officials from numerous teams to explain the responsibilities of the oversight body this week and maintained it represented a "proactive meeting" with a "substantial involvement" from the grassroots to elite level.

"This position carries substantial significance, because should mistakes occur, if the sport makes errors, the remarkable development accomplished could disappear rapidly," the regulator warned.

"And that's what nobody wants in the context of the English game is a major achievement - we must maintain momentum.

"There's an enormous amount of money coming into football and has been channeled for the recent generations, because there's no guarantee it will continue to come into football, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the immediate future."

Elite Division Worries

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I fully support the success and growth as an commercial operation of the top division.

"Being fully aware of the concern of undermining the division as a high-quality offering of this country. But simultaneously, if you engage with division representatives after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The regulator remains subject to a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the political party in 2020.

The official provided financial support for government minister the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my past party membership [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," Kogan said.

"I am presently disconnected from any sort of politics."
